INFORMATION UNDER SECTION 4(1)(b) OF THE ACT 4(1)(b)

The particulars of its organization, functions and duties:

· The Jammu and Kashmir State Power Development Corporation was incorporated as Limited Company on 16th Feb 1995. The Corporation was incorporated to takeover, execute, complete, operate and maintain all power stations and power projects of the State. The assets of all the power projects in the State, both existing and under implementation were transferred to the Corporation. The Corporation presently has 22 hydroelectric projects with installed capacity of 1211.96 MW located in various districts of Jammu & Kashmir including 900MW BHEP.

The powers and duties of its officers and employees:

The Department, which is under the charge of Board of Directors and managed by Managing Director, JKSPDC has the following officers. JKSPDC has central Corporate office (office of MD) and several divisions and subdivision offices.

Work/Duties of officers and employees:

1. Administration Section (Admn.) - all personnel and administrative matters JKSPDC.

2. Technical (Engineering) - all matters relating to technical design, execution, monitoring, renovation of hydropower projects and also interfacing with external vendors in all technical matters.

3. Finance - all matters relating to finance and accounting.

4. Law – All matters related to legal aspects.

5. Vigilance - all vigilance/disciplinary cases of officers of the Department and its units.

6. Geology - all matters relating to topographical and geological studies involved in hydropower projects.

7. Company Affairs – Compliance matters related to Company’s Act .

8. Information Technology – All matters related to electronic, media and IT systems.

The procedure followed in the decision making process including channels of supervision and accountability:

Managing Director, is the head of the organization, and matters concerning respective divisions and subdivisions are sent to the respective head of the wing and finally to MD for disposal. Some matters within the scope of the department head are taken by respective department head. Policy matters are generally taken in consultative mode by Board of Directors in the BoD meetings.

JKSPDC has adopted IPP mode as one of the modes of development of hydel power projects.

JKSPDC also develops detailed rehabilitation and relief activities for habitats affected by construction.

JKSPDC has public hearing with citizens on tariff fixation and decides tariffs in consultative mode with members of civil society taking part in the same.

In the matter of recruitment/promotion, the concessions in age/standard of passing examinations are allowed as per the Government policy. JKSPDC has staff which is deputed from other govt, departments and their rules are department by the parent Govt department.

Approvals for construction of power houses in the state for all power houses above 2 MWs is under the ambit of JKSPDC.
